Apparently a take on US occupation of Iraq, but told as an aliens' story.

Unnamed aliens, apparently humans but it's not explicitly stated, have bombed a populated city of an intelligent race on an alien planet - with the objective of mining its petroleum which is as abundant there as water on earth.
