Paolo Bacigalupi's "Pump Six" (novelette, dystopia, free)

What if the people began becoming dumber, more of them every generation?

Story is told from the perspective of Travis Alvarez, a technical man responsible for running that sewage treatment plants of the New York City. He's among the very few smart people left, a bit over 100 years from now.

We aren't told what happened to bring in this calamity.
