E G von Wald's "Shock Absorber" (novelette, management, free): Building a team out of mutinous crew

One of the illustrations accompanying the online HTML copy at Project Gutenberg of short story Shock Absorber by E G von Wald
Say you have a large organization. There is a group that does the real project work. A new department is started to produce officers to head the project teams, since the current project team leaders are considered inadequate. Naturally, the main group hates these imposed superiors.

This is the story of the management inserting such a superior successfully in a team, by using a bogeyman to take away the mutinous team's wraith.

This is a war story - humans vs far superior alien invadors of solar system. Project teams are combat ship crews. New, mistrusted, officers are of "Psi Corps". The entire story is set on Mars.
